Actually I would say Goldust was more over in 1996-97, before the Attitude Era, when 1998/99 came along he was slowly phased out of the picture before he ended up going back to WCW.

Goldust is cool but I love his entrance theme song ... It's always been a favorite of mineĀ

Yeah during the New Generation Era since his type of character hadn't been seen before and he had good feuds with guys like Razor Ramon, Ahmed Johnson, Marc Mero and a young Hunter Hearst Helmsley, which really put him over... I totally forgot about how he was in the Attitude era, because he got rid of his Goldust costume and went under the monikor of TAFKA (The Artist Formerly Known As) Goldust and also as Dustin Runnels and when his time in WWE came to an end he went to WCW as "Seven" for one night, dropped that gimmick and went under the name Dustin Rhodes up until WCW was sold to the WWE.

I'd like to see him start a little action on the side with Cody rhodes.

I wouldnt mind seeing a Goldust vs. Cody Rhodes feud actually because I really cant see Cody going anywhere fast, like Ted Dibiase will, I see Cody being mid-card and lower.

I'd like to see that too and you know Dustin would take care of his own brother.  That could provide some great comedy.

I reckon it would and truthfully I really don't see Cody going far in the WWE, maybe a IC/US title reign now and again but nothing more than that, but him feuding with Goldust could do wonders for Cody as I'm sure feuding with Goldy, his own brother, could bring out some good promos between the two of them.

Isn't stealing the property of someone heelish for a babyface to do?
 
Why steal something that doesn't belong to you if you are going to hand it over of your own free will?

Maybe they don't consider having someone arrested as a very PG thing to do - although Mae Young wasn't being very PG with what she said to LayCool either. Or maybe it's because...oh yes...it's not real so they have no need to have Goldust arrested.
