If that were the case then it would it sound like THIS is the response to Roman vs Joe at Backlash.

Honestly, until I hear otherwise, that's the theory I'm going with.

Quote Mike Johnson of PWInsider reports that WWE has confirmed that all PPVs will be starting earlier, beginning at 7pm ET / 4pm PT with the Kick Off Show beginning an hour prior. However, this doesn't mean that the PPVs will be four hours in length as the company is still saying that the run-time will be between 3 - 3 1/2 hours, but that they could go longer (or shorter) as needed. The "big" PPVs like WrestleMania and SummerSlam will obviously extend beyond the three-hour window.

I like Mike Johnson and this news is better than the original story that came out.

We could get UK time midnight starts that could be over for 3 am or half past 3 monday morning.

Less time and a earlier start is much better than 1 am starts until around 5 am monday morning.

Johnson is pretty reliable; mostly because he's careful to only report what he actually knows rather than what he knows coupled with assumptions based from it.

So again, is this a response from Vince over the walkouts during Reigns vs Joe at Backlash? Rather than say the entire show was an egg laid in front of the audience and the main event was among the worst of it, he just passes it off as, we ran late and that's all there is to it?

Good news. If every PPV had become 4 hours long I may have to consider skipping matches that don’t really interest me. That’s too long for every event, I appreciate that the big shows like Wrestlemania need to be longer to allow as much of the roster as possible a spot on the card and to also allow for extra segments and celeb cameos etc, but for your standard run of the mill PPV 3 hours is ample, it’s enough time to get most talent that matter on the card and it’s a length of time you can watch and digest in a single sitting and don’t feel exhausted by it.

Huge fan of this earlier start and finish times - i like to stay up and watch some PPVs live but sometimes when you are tired, you are tired and this will make it a whole lot easier.

I can't speak for Vince McMahon. Piecing it together though reports did come out that McMahon believes people were leaving Backlash early due to the late finish rather than Roman. I believe that this is in direct response to that.

However, I also think he's right. If people were leaving because of the main event being so bad why did they wait for it to finish?

That's a fair point, but I think it's more likely a combination of the two. Maybe he is right, but that doesn't mean the other is wrong either, you know what I mean? Only very simple people make a choice for only 1 reason, usually it's a combination of reasons that add up to this overwhelming feeling that a change needs to be made.
