To be honest, Inoki, while a well respected man in professional wrestling, isn't exactly the most 'normal' of people personally.  Antonio Inoki has a tendency to spread hype very quickly without really knowing if it will happen.  However, I can see this as nothing more than the insane ramblings of Inoki-san - but I can understand why he would think that way.  Let me explain...

In Japan, your word is your honor.  And your honor is everything in the country of the Rising Sun.  In Japan, a 'verbal agreement' is a very sacred agreement and, sometimes, is referred to as being MORE legitimate than those in writing.  In America, however, your word is...well....shit.  In America, a man or woman can tell a business partner that he/she will do something...but then neglect to or chose not to do it.  It's American Business and it's VERY different from Japanese business.  Inoki probably mentioned to McMahon about an IGF (Inoki's federation) collaborating with WWE, and McMahon, being the American business man, told Inoki, "That sounds like a great idea, have your people call my people".  Meanwhile, I'm 100% positive that Inoki will receive the response, "Mr. McMahon regrets to inform Mr. Inoki that he will not be able to participate in any collaboration events due to time constraints and...(insert BS here)."
