Think this is WWE's way of trying to remove the cheap heat America-hater gimmick from him, by pledging his allegiance to Bulgaria he's still a foreigner but not a hated foreigner like he would be by being aligned with Russia, far as I'm aware USA have no beef with Bulgaria.
Only problem with this is without Lana and the cheap heat I don't really see what there is about Rusev that will get him any kind of crowd reaction, looks like hes set to become the latest victim of a Cena burial.

Rusev vs. Mark Henry

We go to the ring and out comes Rusev. Summer Rae is right behind him just a few seconds later. Mark Henry makes his way out next to a good reaction.

Rusev starts pounding on Henry and backs him into the corner but Henry shoves Rusev back a few feet. Rusev comes right back with a dropkick for a 2 count. Rusev stomps and pounds on Henry some more now. Fans chant for Lana as Henry fights out of a hold and slams Rusev. Henry with a pair of clotheslines and a big slam for a 2 count.

Henry runs into an elbow in the corner. Rusev nails a big superkick. Rusev waits and hits another big kick for the win.

Winner: Rusev

– After the match, Summer comes in to pose with Rusev. Rusev nails a third kick on Henry to knock him out of the ring as fans boo.

How disapointing to see him beating a jobber until he waits for his midcard fued guy to return.

He should still be in the main event mix, with Lana and wearing no boots.

Eventually we know he will be turned into a babyface jobber loving America all of a sudden like Kozlov, Khali etc in the past.

Rusev is one of those guys I might never be able to take seriously again. Yes, he is US Champion again and they're trying to rebuild him up, but there was this one house show that took place a few days after TLC where Rusev got beat in what for the most part was a pretty one sided match by Ryback, and then the next match, he comes out to interfere, only to get ragdolled and decimated by Brock Lesnar. I personally haven't seen any footage of that and I know that it wasn't a televised thing or anything major, but knowing that that actually happened makes it difficult for me to actually be able to take this new Rusev run seriously.

Quote A fan on Twitter recently asked Rusev to bless a newborn baby who was born on “Rusev Day”. He did just that as you can see below:

I Rusev from #RusevDay hereby Bless this child with brains and beauty! https://t.co/VlbqG2OS7y

— Rusev (@RusevBUL) February 3, 2018

How brilliant he is. Playing up to the gimmick, even when he's not on TV. Great stuff.

Being on Total Divas has been the best thing to happen to him in his whole E career.

Fueds have got him over to a point, but seeing how funny and cool he is in the real world through the show, has really helped his popularity and in getting way more over.

Rusev is superb. The sooner they let the shackles off him and give him a main event run the better. I just hope they don't move him over to Raw during the next shuffle.

His current feud with Bobby Roode is filler before Roode moves on to bigger things, I really hope they pull the trigger on a face turn for Rusev soon and really go full throttle with the Rusev Day gimmick and give him a decent push, seems to me as things stand he’s still more of a enhancement talent. Even this week with his victory in the four way he didn’t beat anyone of any relevance as Ryder is a lifelong jobber and Kofi hasn’t been a threat in the singles ranks for years, only Mahal in the match could really be seen as any kind of threat.

100% agree

The guy has talent in abundance and at the minute he has a pretty good spot on the card - being in the US title picture

I think they need to keep building him how they are and getting as much out of Rusev Day as they can

I think they need to wait until after mania to really start pushing Rusev. When the fans want someone be a major star you have to wait until they start to give up before pulling the trigger, otherwise fans tend to react as "hey, we did that, we made that guy a champion. I bet we can do the same for Bo Dallas too!"

I'm going to quote this post of yours, Tom, in the Daniel Bryan thread.

Also the Rusev Day gimmick is fine in the mid-card but anything higher not so much, it’s too comedy based to be anything more.

However Rusev can use the popularity of the gimmick as a platform to get him to bigger things, but once he gets there he will need to get more serious.
